  • Credit up to $1,700 per taxpayer.
  • At least 90% of receipts to scholarships; no more than 10% to administration.
  • A segregated §25F account is maintained per state.
  • Student eligibility: eligible to enroll in a public school AND household income at or below 300% of area median gross income (AMI).
  • No earmarking of contributions to a specific student.
  • Scholarship funds spend only on qualified education expenses.
  • Family choice — no steering among providers.
